Typhoon PEDRING, SIGNAL Update

'Pedring' now a typhoon, Pedring now a typhoon, Luzon covered by storm signals

Weather bureau PAGASA has upgraded Pedring to a typhoon-intensity, with almost all of Luzon covered by storm signals.
